Company Profile

• JBVNL (Jharkhand Bijli Vitran Nigam Limited) is the largest DISCOM utility of Jharkhand State, incorporated primarily to carry out distribution of electricity to retail and bulk consumers in the state of Jharkhand. The company started operations on 6th Jan, 2014, after the unbundling of the erstwhile Jharkhand State Electricity Board (JSEB) in the year 2013. The company has a registered consumer base of around 7.4 million and a peak load of around 3000 MW (FY 2025-26). The company is involved in distribution of electricity to different categories of consumers like Domestic (DS/ DS-HT), Commercial (CS/ CS HT), Irrigation & Agriculture Services (IAS-I&II), Industrial (LTIS/ THIS/ HTSS), Institutional (SS/ RTS/ MES/ Others) and EV-CS LT/HT (EV Charging Station) etc. in 7 electric supply areas, viz. Ranchi, Dhanbad, Jamshedpur, Hazaribagh, Giridih, Dumka and Medininagar.


• Since unbundling of the State power sector, the utility has come a long way in overcoming various legacy challenges like lower per capita electricity consumption, high AT&C losses, non-reflective tariffs, inadequate workforce, limited electrification and dwindling electricity infrastructure. The State has consistently progressed on the vision of Hon’ble Prime Minister of India to ensure electricity access to every household in the State and leverage advanced digital technologies to transform. The five core areas of this journey of transformation have been the last mile electricity access, creating robust electricity infrastructure, leveraging technology for service delivery, operational and financial self-reliance and sustainable development.


• Since inception, the commitment of JBVNL has been to transform itself into a vibrant, financially independent and consumer friendly utility through means of numerous path-breaking initiatives. To ensure reliable power supply and to provide best in class service to its consumers, JBVNL has taken several initiatives like implementation of Smart Prepaid Meters, ERP & SCADA, online capex monitoring application, online Power Outage availability, mobile app for consumers (Self-Care app), facilitating bill payment, new connections, lodging complaints, integrated Geographical Information System (GIS), Suvidha portal for new Industrial connections , Centralized Customer Care (24x7 toll free helpline),Urja Mitra, etc.


• JBVNL’s continued success and rapid growth in the power distribution sector can be attributed to its progressive approach to change management, committed workforce, adoption of advanced technologies, proactive leadership, and a culture that encourages innovation and operational excellence.


• To reduce the dependency on conventional energy sources, JBVNL is availing power from renewable sources- 300 MW of Wind Energy, 476 MW of Solar Energy, Canal Top of 2 MW, and 341 MW of Hydel Energy which is readily available for consumers. Further, JBVNL is in process to achieve 100 MW of additional Solar Power from Getalsud Floating Solar project in FY 2026-27. Additionally, JBVNL is in process of implementation of Battery Energy Storage System as well. This amount of renewable energy has also helped JBVNL in avoiding nearly 21 Lac tonnes of CO2 emission annually.

The Commercial Department is headed by General Manager (Commercial) and looks after the following works:

• Ensure availability of power through long term power purchase agreements with Generating stations and short-term power purchase from Power Exchange.


• Maintain coordination with Central power plants, State power plants and Independent Power Plants.


• Ensure identification of available sources of power, define and structure the power portfolio of the utility with a focus on reducing cost per unit of power purchased.


• Manage Power purchase / Sale/ Trade/ Banking as per availability and regulatory compliances


• Ensure compliance with regulatory frameworks issued by Central Electricity Regulatory Commission (CERC) and Jharkhand State Electricity Regulatory Commission (JSERC)


• Manage scheduling, dispatch coordination and deviation settlement mechanisms (DSM) of power.


• Oversee installation, operation and maintenance of ABT (Availability Based Tariff) meter related issues under JUSNL & DVC command area.


• Look at opportunities of introducing power through renewable resources in line with defined guidelines/ regulatory requirements.


• Ensure timely disposal of all Legal matters, RTI cases, Vidhan Sabha, Lok Sabha & Rajya Sabha related matters and other miscellaneous works within the department.

Power Purchase Optimization

• Creation of dedicated Cell for Power Portfolio Management and implementation of Demand Forecasting tool for accurate demand forecasting under JPSIP Scheme.


• Timely payment of power purchase bills, by availing working capital loan facility, to ensure rebate on power procurement bills, resulting in overall power purchase cost reduction.


• JV of NTPC and JBVNL has been formed for the establishment of 4000 MW coal-based power plant at Patratu to ensure adequate and surplus power.


Regulatory Effectiveness

• The Petition for True-up of FY 2024-25, Annual Performance Review (APR) for FY 2025-26 and MYT Petition for Control Period 2026-27 to 2030-31 has been filed before Hon’ble JSERC in December 2025 and the order on the same has been issued by Hon’ble JSERC on 25th March 2026.


Tariff Rationalization and Cost Reflective Tariff: In order to reduce the burden of cross-subsidy on high-value consumers, JBVNL in its tariff petition for FY 2026-27 has proposed cost-reflective tariffs for each consumer category as a percentage of Average Cost of Service within the band of ±20%, which has also been approved by Hon’ble JSERC in its tariff order for FY 2026-27.


• Tariff Petition: The comprehensive tariff petition is proposed to be filed before JSERC by November 2026.


Renewable Energy Compliances

• Floating Solar Project: The upcoming synchronization of the 100 MW Getalsud Floating Solar Project by the end of May marks a significant breakthrough for the renewable energy sector.


• Encouraging consumers to use Renewable/Green Energy under PMSGMBY (Prime Minister Surya Ghar Muft Bijli Yojana): Installation of Rooftop Solar Panels at consumer premises with subsidy provisions of ₹30,000 per KW, ₹60,000 for 2 KW, and up to ₹78,000 for 3 KW systems through a simple and convenient process.


• In a significant push towards clean energy development, JBVNL has successfully rolled out 1,704 Rooftop Solar (RTS) connections under Pradhan Mantri Surya Ghar Muft Bijli Yojana (PMSGMBY).


• KUSUM Yojana: Implementation of solarization at agricultural feeders under Feeder Level Solarisation (FLS) Component-C, ensuring reliable and sustainable energy for farmers.

Revamped Distribution Sector Scheme (RDSS)

Reforms-Based and Results-Linked Scheme (RDSS) has been launched by the Ministry of Power, Government of India.


Objective of the Scheme:

Improving the quality and reliability of power supply to consumers through a financially sustainable and operationally efficient distribution sector.


Aim of the Scheme: To reduce AT&C losses to pan-India levels of 12-15% and bring the ACS-ARR gap to zero by FY 2024-25.


➤ Scope of Work under RDSS Phase-I mainly consists of:

    i. Metering – Consumer Smart Metering, Smart Metering of Distribution Transformers and Feeders.

    ii. Loss Reduction Works – Replacement of Bare LT Conductors with LT AB Cable, Feeder Bifurcation, Feeder Segregation, HVDS, IT/OT and other associated works.


Achievements till March 2026

Replacement of Bare LT Conductors with LT AB Cable – 19,719 CKM.

New Erection of 11 KV HT Line – 2,432 CKM.

New Distribution Transformers Installed – 3,589 Nos.

New LT AB Cable Line – 2,521 CKM.

Smart Meters Installed – 7,25,687 Nos. (Consumer Meters – 7,23,442, DT Meters – 1,359, Feeder Meters – 886).
